A.D. 1191. pronounce against the kingdom of Scotland sentence of excommunication or interdict ; and, if such shall be pronounced, we do hereby decree that the same shall be of no effect. We do also add that to no one in future, who is not a native of the kingdom of Scotland, shall it be permitted to exercise the office of the legateship therein, except such person as for that especial purpose the Apostolic See shall have commissioned from its own body. We do also forbid that the disputes which shall have arisen as to possessions in that kingdom shall be brought for judgment before judges appointed out of that kingdom, except in case of appeal to the Church of Rome.
