jj^ SPECIAL parUamfe&t being ordered to meet at - Weftmmfter, altthj£ barons,,pfetfrtfs, iai%hw and chief citizens from fhe principal towjis Wèrè fommonçd attend, and all who held fiefs front tfee king* The reafon for this parliament being made Co.general, was that the archbifhopi of Can* Urbupf-had remonftraced jn the council, and to the king's uncles, that wl#p they had crowned king Jlkhard, though all held fiefs under him had m^Ê their homage, and held thçir lands accordr ingly, he was-not of 9 pfoper age Uglily* to. toceivt their oaths. A king by right muft be twenty-one years of age before he juftly can govern the king-dom, and, until that time, fhould be under the tutelage of his uncles, if he have any, or under thofe of his fubje&s the neareft related to him.
